FIRENZE – Da quasi mezzo secolo sono noti i potenziali gravi rischi per la salute legati all’amianto, in passato ampiamente utilizzato nell’edilizia e in molti settori dell’industria per le sue caratteristiche ignifughe e di isolamento termico e acustico.

Da anni quello che viene comunemente chiamato anche ‘eternit’ non viene più impiegato in alcun settore manifatturiero e per eliminarne del tutto la presenza la Regione ha approvato lunedì (11 maggio) la delibera 568, che approva il bando dotato di un fondo di un milione e mezzo di euro a fondo perduto destinato a Comuni, Unioni di Comuni e Province della Toscana ed alla Città Metropolitana Firenze per rimuovere e bonificare gli edifici di proprietà pubblica dove ancora ne esistono tracce, come coperture, costruzioni cemento-amianto e luoghi di deposito di materiali friabili.

“Eliminare i rischi derivanti dalla residua presenza di amianto negli edifici e nelle pertinenze di proprietà pubblica – dichiara il presidente Giani – è un passo importante per rendere più sicuri ambienti frequentati da tutti i cittadini. La Regione intende muoversi in questa direzione per dare ai toscani una chiara indicazione: la presenza o l’impiego di sostanze e componenti nocivi nelle costruzioni ed in ogni processo produttivo, anche se residuale, deve essere in ogni modo contrastata e possibilmente eliminata a partire proprio da quei manufatti che sono parte del patrimonio pubblico e sotto la diretta responsabilità delle istituzioni”.

“Con questa delibera – spiega l’assessore regionale all’ambiente David Barontini – mettiamo a disposizione una prima dotazione finanziaria per sostenere concretamente gli enti locali nella rimozione dell’amianto dagli edifici pubblici. È un intervento che unisce tutela della salute, sicurezza ambientale e qualità del territorio. Un’azione che va a sommarsi a quella del 2020 rivolta alla rimozione dell’amianto nelle scuole e aziende sanitarie, finanziata nell’ambito del Programma Fondi Sviluppo e Coesione (Fsc). Abbiamo scelto criteri chiari e premiali per valorizzare i progetti più avanzati e sostenibili anche in ottica di transizione energetica. Così diamo attuazione al Piano regionale amianto, trasformando gli obiettivi in risultati concreti”.

Il finanziamento previsto dalla Regione copre fino al 100 per cento dell’importo della spesa ammissibile per i lavori di rimozione e lo smaltimento di coperture e manufatti contenenti amianto (cemento-amianto, vinyl -amianto, amianto friabile) e, in ogni caso, non oltre un massimo di 300 mila euro per il singolo intervento. Gli interventi dovranno riguardare edifici di qualsiasi destinazione d’uso, di proprietà dei soggetti richiedenti ed ubicati in Toscana, nei quali non si svolga ‘attività economica’ ai sensi delle norme sugli aiuti di Stato. La domanda di partecipazione al bando dovrà essere presentata dagli Enti interessati esclusivamente in forma telematica, per mezzo del Sistema informativo di Regione Toscana.

A seguito di istruttoria, Il contributo regionale sarà concesso con provvedimento del Settore Economia circolare e qualità dell’aria, secondo l’ordine di graduatoria e nei limiti delle disponibilità di bilancio.

FIRENZE – Il maltempo concede solo una breve tregua alla Toscana. Dopo le piogge delle ultime ore, una nuova fase instabile è infatti attesa già da oggi (12 maggio) con precipitazioni sparse e possibili temporali in diverse aree della regione.

Secondo l’ultimo bollettino del Centro funzionale regionale, sulla Toscana continuano ad affluire correnti umide occidentali, mentre sul Mar Ligure si è sviluppato un minimo di bassa pressione destinato a mantenere condizioni atmosferiche variabili anche nei prossimi giorni.

Nel corso della giornata sono previsti rovesci sparsi e piogge intermittenti, inizialmente senza accumuli particolarmente significativi. Questo rende possibile una scalabilità prima economicamente difficile da sostenere con modelli produttivi tradizionali. 

Secondo le stime condivise da diverse aziende del settore, i workflow AI-assisted possono portare: 

fino a 3 volte più output produttivo; 

riduzioni dei costi operative comprese tra il 50% e il 70%;

In un momento caratterizzato da continue tensioni geopolitiche e da una fragile ripresa globale, il mondo osserva con attenzione se i due leader riusciranno a stabilizzare ulteriormente le relazioni tra Cina e Stati Uniti e a infondere quella certezza di cui il panorama internazionale ha tanto bisogno. 

Mantenere le relazioni tra Cina e Stati Uniti sulla strada giusta
 

Per molti osservatori, il vertice incarna una speranza fondamentale, ovvero la stabilità delle relazioni bilaterali. 

Le interviste condotte da CGTN evidenziano che gli esperti concordano sul fatto che le relazioni diplomatiche tra i capi di Stato rappresentino da tempo il “pilastro” di tale stabilità. 

Come ha affermato Wu Xinbo, preside dell’Istituto di studi internazionali dell’Università di Fudan, queste relazioni diplomatiche “stabiliscono il tono e la direzione” delle relazioni bilaterali. 

Anche il professore associato Sun Taiyi della Christopher Newport University ha osservato che la comunicazione diretta tra leader contribuisce a ridurre l’incertezza, prevenire errori di valutazione e indicare la stabilità come priorità assoluta. 

Nel corso dell’ultimo anno, i due leader hanno mantenuto i contatti tramite telefonate e incontri di persona a Busan, nella Repubblica di Corea (ROK), contribuendo a evitare gravi errori di valutazione e a stabilizzare il rapporto complessivo.

La metafora della “guida della nave” si è tradotta in progressi concreti. 

Dal 2025, in base all’accordo strategico raggiunto dai due capi di Stato, i team economici di entrambe le parti hanno tenuto diversi cicli di colloqui, mentre l’escalation delle tariffe su larga scala è stata sospesa. Una nuova tornata di consultazioni è prevista nella Repubblica di Corea dal 12 al 13 maggio, alla vigilia del vertice di Pechino. 

Gli scambi tra i popoli dei due Paesi stanno anch’essi rivivendo un momento di grande slancio. Nel mese di aprile, Pechino ha ospitato una serie di eventi per celebrare il 55° anniversario della “Diplomazia del ping-pong” tra Cina e Stati Uniti, organizzando scambi sportivi e culturali ai quali hanno partecipato centinaia di giovani cinesi e americani. Anche altri gruppi di giovani statunitensi si sono recati in Cina per partecipare a programmi di scambio e studio. 

Costruire certezza in un mondo in continua evoluzione
 

Essendo le due maggiori economie mondiali, e dato che le relazioni tra Cina e Stati Uniti rappresentano uno dei legami bilaterali più importanti a livello globale, gli esiti dei rapporti diplomatici tra i vertici dei due Paesi non solo contribuiscono a stabilizzare le relazioni bilaterali, ma hanno anche un impatto più ampio sullo sviluppo e sulla governance globali. 

Come ha osservato Chad Bown, ricercatore senior del Peterson Institute: “tutti sono interessati a tali esiti”. L’economista della Cornell University, Eswar Prasad, è andato oltre, suggerendo che l’incontro potrebbe avere ripercussioni sul commercio mondiale, sulla geopolitica e persino sull’“ordine basato su regole”. 

Le interviste condotte da CGTN con gli esperti mettono in luce aspetti simili. 

Zhang Tengjun, ricercatore associato presso il China Institute of International Studies, ha affermato che una cooperazione più stretta potrebbe favorire la ripresa globale e stabilizzare le catene industriali e di approvvigionamento, sottolineando che l’andamento delle relazioni bilaterali è strettamente legato al futuro del mondo. 

A questo proposito, lo studioso Sun ha affermato che la stabilità delle relazioni riduce i rischi di interruzione della catena di approvvigionamento, di instabilità finanziaria e di frammentazione geopolitica. 

Il preside Wu ha sottolineato che, come principali potenze tecnologiche mondiali, la Cina e gli Stati Uniti possono ottenere “risultati vantaggiosi per entrambe le parti” attraverso una cooperazione concreta, favorendo una crescita globale più ampia e il progresso scientifico. 

Allo stesso modo, Cui Fan, vicedirettore dell’Università di economia e commercio internazionale, ha sottolineato che entrambi i Paesi condividono la responsabilità della stabilità della governance globale. 

Xi ha sottolineato questa responsabilità anche a Busan: “Il mondo oggi si trova ad affrontare molti problemi complessi. Come grandi potenze, Cina e Stati Uniti possono ritenersi responsabili allo stesso modo, cercando di collaborare per realizzare risultati ancora più importanti e concreti a beneficio dei nostri due Paesi e del mondo intero”. 

Quest’anno si presenta l’occasione per mettere alla prova tale responsabilità, considerando che la Cina ospiterà l’APEC, mentre negli Stati Uniti si terrà il vertice dei leader del G20: due piattaforme che potrebbero aprire la strada a un coordinamento in materia di ripresa globale, sicurezza alimentare ed energetica, rischi legati al debito e riforma della governance. 

Durante una conversazione telefonica avuta con Trump a febbraio, Xi ha delineato una linea d’azione pragmatica: “Se le due parti lavoreranno nella stessa direzione, in uno spirito di uguaglianza, rispetto e vantaggio reciproco, potremo sicuramente trovare il modo di rispondere alle preoccupazioni di entrambe le parti”. 

Il mondo seguirà con attenzione il prossimo vertice per vedere in che modo Pechino e Washington riusciranno a concretizzare l’appello di Xi a “procedere gradualmente per costruire la fiducia reciproca, trovare il modo per andare d’accordo e far sì che il 2026 diventi l’anno in cui le due grandi potenze si muoveranno verso il rispetto reciproco, la coesistenza pacifica e una cooperazione vantaggiosa per entrambe le parti”.
