                <title>Hallissey lancia la sfida in Toscana: “Gare aperte e vigilanza sui bandi balneari entro settembre 2027”</title>

                <description><![CDATA[<p><p>FIRENZE – <strong>La battaglia per il libero accesso al mare supera i confini di Livorno e si estende all’intera costa toscana.</strong> Dopo i blitz negli stabilimenti balneari, la raccolta di migliaia di firme e la richiesta di rimuovere i tornelli, Matteo Hallissey porta adesso al centro del confronto le future gare per l’assegnazione delle concessioni demaniali.</p>
<p><strong>Il presidente di +Europa e Radicali Italiani indica una linea precisa: gare realmente aperte, concorrenza effettiva, canoni proporzionati al valore economico delle concessioni, più spiagge libere e una selezione che premi la qualità dei progetti.</strong></p>
<p>Una partita che riguarda tutto il litorale regionale, dalla Versilia alla costa pisana, da Livorno e dalla Costa degli Etruschi fino alla Maremma e alle isole dell’Arcipelago toscano. Territori profondamente differenti, ma accomunati dalla necessità di trovare un nuovo equilibrio tra attività economiche, tutela del paesaggio e libera fruizione del mare.</p>
<p><strong>Le concessioni attualmente in vigore sono destinate a scadere il 30 settembre 2027. Soltanto in presenza di particolari ragioni oggettive potrebbe essere previsto un differimento fino al 31 marzo 2028</strong>. I Comuni costieri dovranno quindi predisporre per tempo le procedure necessarie a riassegnare gli spazi demaniali, assicurando imparzialità, pubblicità e trasparenza.</p>
<p><strong>Per Hallissey non sarà sufficiente pubblicare formalmente i bandi. Sarà necessario verificare i requisiti richiesti</strong>, il peso attribuito ai diversi criteri, la composizione delle procedure di valutazione e le garanzie previste per tutelare l’interesse pubblico.</p>
<p>La posizione sostenuta dal presidente di +Europa e Radicali Italiani non punta a escludere automaticamente gli attuali concessionari. Anche i gestori uscenti potranno partecipare e ottenere nuovamente l’affidamento, ma dovranno confrontarsi con altri operatori e presentare progetti competitivi, capaci di offrire benefici concreti ai cittadini e ai territori.<br />
<strong>Il modello richiamato è quello di Ostia</strong>, dove le gare hanno permesso l’ingresso di nuovi imprenditori e cooperative locali, mentre una parte consistente dei precedenti concessionari è riuscita a mantenere la gestione presentando nuovi programmi.</p>
<p><strong>L’obiettivo non sarebbe quindi cancellare le imprese esistenti</strong>, molte delle quali rappresentano una parte importante dell’economia e della storia turistica toscana, ma superare l’idea che una concessione pubblica possa trasformarsi in un diritto permanente o ereditario. Chi ha amministrato uno stabilimento potrà ricandidarsi, valorizzando l’esperienza maturata, gli investimenti effettuati e il rapporto costruito con il territorio. Dovrà però dimostrare, attraverso una procedura aperta, di possedere il progetto migliore.</p>
<p><strong>La qualità dell’offerta non dovrebbe essere misurata soltanto sul piano economico.</strong> Accessibilità, sostenibilità, sicurezza, tutela ambientale, qualità dei servizi, protezione del paesaggio e capacità di valorizzare il territorio dovranno diventare elementi centrali nella valutazione.</p>
<p>Un altro punto riguarda i canoni, che secondo Hallissey devono essere adeguati al valore effettivo delle concessioni e all’attività economica sviluppata sul demanio pubblico. Le future procedure dovranno garantire entrate congrue alle amministrazioni, evitando contemporaneamente di favorire soltanto i grandi gruppi a discapito delle imprese locali.</p>
<p>Le gare dovranno inoltre inserirsi all’interno di una pianificazione complessiva della costa. Per Hallissey non basta sostituire o confermare i gestori: occorre aumentare il numero delle spiagge libere e libere attrezzate, rendere chiaramente riconoscibili i varchi pubblici e assicurare un accesso gratuito, dignitoso e ben segnalato al mare.</p>
<p>In questo percorso sarà centrale anche il ruolo della Regione Toscana, chiamata a garantire un indirizzo omogeneo e a evitare che lungo la stessa costa vengano adottati criteri profondamente differenti da un Comune all’altro.</p>
<p>È su questi aspetti che si concentrerà la vigilanza annunciata in vista delle scadenze del 2027. L’attenzione riguarderà la pubblicazione dei bandi, i requisiti di partecipazione, l’attribuzione dei punteggi e la reale apertura delle procedure a una pluralità di concorrenti.<br />
Il rischio da evitare è che le gare si trasformino in un semplice adempimento formale costruito per conservare sostanzialmente l’assetto attuale. Trasparenza significa rendere conoscibili in anticipo le regole, motivare le valutazioni e consentire ai cittadini di comprendere perché una concessione venga affidata a un determinato soggetto.</p>
<p><strong>Il caso dei tornelli di Livorno ha acceso il dibattito, ma il passaggio decisivo riguarderà l’intera Toscana</strong>. Settembre 2027 appare ancora lontano, tuttavia la complessità delle procedure impone a Regione e Comuni di iniziare a lavorare sui bandi con largo anticipo.</p>
<p>Hallissey e i Radicali annunciano che seguiranno ogni passaggio. La partita non riguarderà soltanto chi gestirà gli stabilimenti, ma<strong> il modello di costa che la Toscana intende costruire per i prossimi anni: più aperto, accessibile, competitivo e rispettoso del carattere pubblico del mare. </strong></p>

                <description><![CDATA[<p><p>FIRENZE &#8211; Una nuova replica nel dibattito sulle modalità di gestione e contenimento dei detenuti violenti all&#8217;interno degli istituti di pena italiani. <strong>Donato Capece</strong>, segretario generale del <strong>Sindacato autonomo polizia penitenziaria (Sappe)</strong>, ha risposto alle polemiche sorte attorno alla proposta dell&#8217;organizzazione sindacale per contrastare gli episodi di aggressione e vandalismo nelle sezioni ordinarie.</p>
<p>Nella sua nota, il rappresentante sindacale fa riferimento anche alle analisi di Giovanni Battista de Blasis pubblicate sul portale PoliziaPenitenziaria.it, relative <strong>all&#8217;esigenza di superare la prassi dei continui trasferimenti e di applicare appieno le disposizioni previste dall&#8217;ordinamento</strong>, con riferimento all&#8217;articolo 14-bis dell&#8217;ordinamento penitenziario e all&#8217;articolo 32 del Dpr 230/2000.</p>
<p>&#8220;Ci viene contestata una proposta, una impostazione di fondo, che il Sappe non ha mai fatto. Non abbiamo chiesto di riaprire nostalgicamente le vecchie supercarceri di Pianosa e Asinara, non abbiamo invocato l&#8217;isolamento permanente dei detenuti e non abbiamo mai pensato di &#8216;buttare la chiave&#8217; &#8211; chiarisce Capece &#8211; Abbiamo posto una domanda concreta: come deve reagire lo Stato davanti a quella minoranza di detenuti che aggredisce ripetutamente poliziotti Penitenziari e altri reclusi, incendia celle, devasta sezioni e continua a seminare violenza, magari passando semplicemente da un carcere all&#8217;altro?&#8221;.</p>
<p><strong>L&#8217;organizzazione sindacale rigetta l&#8217;interpretazione di chi accusa la proposta di voler ripristinare modelli passati</strong>: &#8220;Qualcuno ha preferito combattere contro uno spaventapasseri costruito ad arte piuttosto che confrontarsi con ciò che abbiamo realmente scritto. La nostra proposta è semplice: utilizzare concretamente gli strumenti già previsti dall&#8217;ordinamento, a partire dall&#8217;articolo 14-bis e dall&#8217;articolo 32 del Dpr 230 del 2000, realizzando una rete limitata di istituti o sezioni specializzate per quei soggetti che, per il loro comportamento concreto durante la detenzione, richiedono particolari cautele&#8221;.</p>
<p>Sul tema del recupero delle storiche strutture insulari, il segretario precisa: &#8220;Le supercarceri degli anni Ottanta e Novanta non devono tornare. Quello che merita di essere recuperato è il principio organizzativo della differenziazione. Non tutti i detenuti possono essere gestiti nello stesso modo e negli stessi luoghi. <strong>Abbiamo parlato di strutture del 2026, non di riaprire cancelli impolverati da trent&#8217;anni</strong>&#8220;.</p>
<p><strong>La misura proposta prescinde dall&#8217;appartenenza a circuiti di criminalità organizzata o dal regime del 41-bis</strong>: &#8220;Parliamo della pericolosità operativa che si manifesta quotidianamente nelle sezioni ordinarie. Un detenuto può non appartenere alla mafia e tuttavia aggredire ripetutamente agenti e compagni, incendiare materassi, distruggere celle e impianti e destabilizzare un&#8217;intera sezione. <strong>Questa realtà esiste e negarla significa voltare le spalle a chi lavora ogni giorno nelle carceri. Il criterio non deve essere la diagnosi, la nazionalità, la tossicodipendenza o il reato commesso, ma esclusivamente il comportamento concretamente tenuto durante la detenzione</strong>. Comprendere le cause di un&#8217;aggressione non può significare ignorarne le conseguenze. Se una persona necessita di cure, lo Stato deve garantirle. Ma deve contemporaneamente proteggere Poliziotti Penitenziari, altri detenuti e operatori&#8221;.</p>
<p>In merito alle caratteristiche operative del sistema ipotizzato dal Sappe e alle richieste indirizzate ai vertici istituzionali, Capece aggiunge: &#8220;Sicurezza e trattamento non sono nemici. La sicurezza è la condizione perché il trattamento possa esistere. <strong>Al ministro Nordio e al capo del Dap De Michele chiediamo una ricognizione nazionale sulle aggressioni e sull&#8217;applicazione degli articoli 14-bis e 32</strong>, un tavolo tecnico e un piano operativo per strutture specializzate. Potranno essere realtà insulari logisticamente compatibili oppure altri luoghi più idonei: non difendiamo una scelta geografica, ma un principio. Le vecchie supercarceri non devono tornare. <strong>Deve però tornare la capacità dello Stato di distinguere, organizzare, curare e, quando necessario, contenere</strong>&#8220;.</p>

                <title>Alto rischio di incendi boschivi, prorogato al 13 settembre il divieto di abbruciamento</title>

                <description><![CDATA[<p><p>FIRENZE &#8211; <strong>Prorogato fino al prossimo 13 settembre il divieto assoluto di abbruciamento di residui vegetali agricoli e forestali in tutta la Toscana</strong>. Il termine, inizialmente fissato al 31 agosto, è stato spostato a causa delle condizioni meteo previste per l’inizio del mese di settembre dal Consorzio Lamma che indicano <strong>alte temperature e tempo sereno e secco in gran parte della regione</strong>. Ricordiamo che il divieto è entrato in vigore dallo scorso 13 giugno.</p>
<p>Oltre al divieto di abbruciamento di residui vegetali, nel periodo a rischio <strong>il regolamento forestale della Toscana vieta qualsiasi accensione di fuochi</strong>, ad esclusione della cottura di cibi in bracieri e barbecue situati in abitazioni o pertinenze e all&#8217;interno delle aree attrezzate. Anche in questi casi vanno comunque <strong>osservate le prescrizioni del regolamento forestale.</strong></p>
<p>In deroga, l&#8217;ente competente su ciascun territorio può autorizzare attività di campeggio anche temporaneo e fuochi anche pirotecnici, tramite autorizzazioni che contengano le necessarie prescrizioni e precauzioni da adottare per<strong> scongiurare qualsiasi rischio di innesco di incendio.</strong></p>
<p>La mancata osservanza delle norme di prevenzione comporta l&#8217;applicazione di <strong>pesanti sanzioni previste dalle disposizioni in materia.</strong></p>
<p>I cittadini sono invitati a <strong>segnalare tempestivamente eventuali focolai al numero verde della Sala operativa regionale 800 425 425 o al numero unico europeo di emergenza 112.</strong></p>
<p>La Regione, in collaborazione con il Consorzio Lamma e Cnr-Ibe dispone di un sistema di previsione del rischio incendi basato sull&#8217;indice canadese Fwi (Fire Weather Index), utilizzato per valutare quotidianamente le condizioni favorevoli all’innesco e alla propagazione degli incendi boschivi. In base a questo sistema di previsione, <strong>ogni giorno del periodo a rischio verrà pubblicato sulla home page della Regione Toscana il bollettino incendi boschivi.</strong></p>
<p>Il sistema di classificazione del rischio, condiviso a livello nazionale, individua <strong>quattro livelli di pericolosità associati ad altrettanti colori</strong>, analogamente a quanto avviene per le allerte meteo.</p>
<p><strong>Per ciascun comune toscano sarà così possibile conoscere immediatamente il livello di rischio presente sul territorio.</strong></p>
<p>Il bollettino contiene, inoltre, una sezione dedicata ai comportamenti corretti da adottare e alle attività consentite, in funzione del grado di rischio previsto.</p>

                <description><![CDATA[<p><p>VIAREGGIO &#8211; <strong>Tragedia nel tardo pomeriggio sul litorale di Viareggio, dove un uomo di 84 anni, originario di Vinci, ha perso la vita per annegamento mentre si trovava in acqua.</strong></p>
<p>L&#8217;allarme alla centrale operativa dell&#8217;emergenza sanitaria è scattato intorno alle 18 nelle acque antistanti la Passeggiata, <strong>nello specchio di mare compreso tra i Bagni Principe e Imperia.</strong> Notata la situazione di grave pericolo, si è messa immediatamente in moto la macchina dei soccorsi: le persone presenti nello stabilimento e<strong> i bagnini di salvataggio si sono tuffati per recuperare l&#8217;anziano e riportarlo a riva, avviando subito le prime manovre di rianimazione. </strong></p>
<p>Sul posto sono tempestivamente giunte l&#8217;automedica, u<strong>n&#8217;ambulanza della Misericordia di Viareggio e il personale della Capitaneria di Porto</strong> per la gestione degli aspetti di competenza. I sanitari hanno proseguito a lungo i tentativi di rianimazione cardio-polmonare, anche con l&#8217;ausilio del defibrillatore. Purtroppo ogni sforzo si è rivelato vano ed è stato possibile soltanto <strong>constatare il decesso dell&#8217;ottantaquattrenne per arresto cardiocircolatorio da annegamento.</strong></p>

                <description><![CDATA[<p><p>COREGLIA &#8211; <strong>Paura nel primo pomeriggio di oggi in Mediavalle</strong> per un doppio evento sismico che ha fatto tremare la terra in provincia di Lucca, venendo chiaramente avvertito dalla popolazione di diversi comuni.</p>
<p>La prima scossa, la più intensa, è stata registrata dai sismografi dell&#8217;Istituto nazionale di geofisica e vulcanologia alle 15,06. <strong>L&#8217;epicentro è stato localizzato a 6 chilometri a nord-est del comune di Coreglia Antelminelli, ad una profondità di 9 chilometri.</strong> Il movimento tellurico ha raggiunto una magnitudo di 3.2 ed è stato avvertito nitidamente dai residenti della zona e dei centri limitrofi.</p>

(&#8220;Luxshare Precision&#8221; or the &#8220;Company&#8221;) (SZSE: 002475; HKEX: 02475), a global provider of precision intelligent manufacturing solutions, announced its preliminary earnings outlook for the nine months ending September 30, 2026. </p>
<p> </p>
<p>The Company expects net income attributable to shareholders of RMB 13.25 billion to RMB 14.40 billion, representing year-over-year growth of 15% to 25%. Adjusted net income attributable to shareholders, excluding non-recurring gains and losses, is expected to reach RMB 10.37 billion to RMB 11.72 billion, an increase of 8.63% to 22.79%. Basic earnings per share is expected to range from RMB 1.79 to RMB 1.95, compared with RMB 1.59 in the prior-year period. </p>
<p>The outlook reflects continued progress across the Company&#8217;s three core business platforms, supported by its global manufacturing footprint, vertically integrated capabilities and precision intelligent manufacturing platform. The estimates are preliminary and unaudited, with final results to be reported in the Company&#8217;s 2026 third-quarter report. </p>

<p>Growth Across Three Core Businesses </p>
<p>Consumer Electronics. Based on the latest disclosed results for the six months ended June 30, 2026, segment revenue increased 19.3% year over year to RMB 122.48 billion. Luxshare Precision continued to deepen core customer relationships, expand ODM and JDM capabilities, and increase its participation in AI-enabled devices. By integrating technologies across acoustics, optics, electrical systems, thermal management, magnetics and precision structures, the Company is extending its capabilities from components and modules to product definition, system development and end-to-end manufacturing. Key areas include AI PCs, smart wearables, AI glasses and intelligent acoustic products. </p>
<p>Communications and Data Center. First-half revenue increased 49.7% to RMB 16.61 billion. The Company is building an integrated AI infrastructure portfolio spanning high-speed copper interconnects, optical interconnects, thermal management and power management. Progress includes batch shipments of 1.6T DAC, ACC and AEC products, volume production of 800G optical products, continued customer introductions for liquid-cooling solutions, and scaled production of DC-DC server power modules. Its system-led development model supports coordinated optimization of bandwidth, signal integrity, power density and thermal performance. </p>
<p>Automotive Electronics. First-half revenue increased 274.1% to RMB 32.39 billion, supported by organic growth, customer program ramp-ups and Leoni&#8217;s contribution. Luxshare Precision has expanded its portfolio across connectors, wiring harnesses, intelligent control systems, smart chassis technologies and powertrain solutions. High-speed connectors, intelligent cockpit platforms and advanced driver-assistance systems are progressing across multiple customer programs, while rear-wheel steering products have entered mass production on mainstream vehicle models in China. The continued integration of Leoni strengthens the Company&#8217;s global customer access, engineering resources and localized delivery capabilities as it develops a platform-based global Tier 1 business. </p>
<p>Targeted Investment Supports Commercialization </p>
<p>The following figures represent the Company&#8217;s latest disclosed data for the six months ended June 30, 2026. </p>
<p>Gross margin increased by 17 basis points year over year to 11.78%, supported by operating leverage, internal efficiency improvements and faster growth in Automotive Electronics and Communications and Data Center, which carry gross margins above the Company average. </p>
<p>Capital expenditures totaled RMB 10.27 billion, up RMB 742 million year over year, primarily supporting overseas facilities, infrastructure and new product lines. Research and development investment increased 43.1% to RMB 6.57 billion, with more than half directed toward forward-looking technology preparation for programs approaching commercialization. </p>
<p>Inventory totaled RMB 50.37 billion at June 30, 2026, an increase of 19.0% from year-end 2025, below first-half revenue growth of 40.2%. The increase primarily reflected business expansion and strategic material preparation for selected products. Digital operating platforms continue to strengthen coordination across demand planning, procurement, inventory and production. </p>
