<p>THOUSAND OAKS, Calif., July 29, 2026 /PRNewswire/ &#8212; Amgen (NASDAQ: AMGN) today announced the Committee for Medicinal Products for Human Use (CHMP) of the European Medicines Agency (EMA) has adopted a positive opinion for Repatha® (evolocumab) for adults with established or at high risk for atherosclerotic cardiovascular disease to reduce cardiovascular risk by lowering LDL-C levels, as an adjunct to correction of other risk factors. The recommendation is based on results from the Phase 3 VESALIUS-CV trial, which demonstrated that Repatha significantly reduced the risk of major adverse cardiovascular events (MACE) in high-risk adults without a prior heart attack or stroke, when added to statins or other LDL-C-lowering treatments. </p>
<p>&#8220;There remains a significant unmet need in Europe, where many patients at high cardiovascular risk are unable to achieve recommended LDL-C levels despite available lipid-lowering therapies,&#8221; said Paul Burton, M.D., Ph.D., chief medical officer at Amgen. &#8220;The CHMP&#8217;s positive opinion reflects the strength of Repatha&#8217;s clinical evidence and brings us one step closer to making Repatha available to more patients who may benefit from it. If approved by the European Commission, this expanded indication has the potential to redefine cardiovascular care for appropriate patients in Europe.&#8221; </p>
<p>Cardiovascular disease is the leading cause of death worldwide.1 Recent research shows that more than 99% of people who experience a first-time cardiovascular event have at least one traditional risk factor, including high LDL-C, which is one of the most modifiable risk factors for heart attack or stroke.2 While the European Society of Cardiology (ESC) and European Atherosclerosis Society (EAS) guidelines recommend intensive LDL-C lowering based on cardiovascular risk, many high-risk patients remain above recommended LDL-C targets despite available lipid-lowering therapies.3<br />

<p>Repatha was initially approved in the European Union in 2015 for the treatment of adults and pediatric patients with primary hypercholesterolemia or mixed dyslipidemia, as well as to reduce cardiovascular risk in adults with established ASCVD. The European Commission is expected to make a final decision on the application in the coming months. </p>
<p>About the VESALIUS-CV TrialVESALIUS-CV is a Phase 3, double-blind, randomized, placebo-controlled, global clinical trial designed to evaluate the impact of LDL-C lowering with evolocumab on MACE in adults at high CV risk without prior heart attack or stroke. Results were published in the New England Journal of Medicine in November 2025. Repatha demonstrated a 25% relative reduction in the risk of a composite of coronary heart disease (CHD) death, heart attack or ischemic stroke (3-P MACE), and 19% reduction in a broader composite that also included any ischemia-driven arterial revascularization (4-P MACE). Evolocumab also reduced the risk of heart attack by 36%. A consistent benefit was seen with evolocumab vs. placebo across all three endpoints, including the reduced risk of heart attack by 36%. In a lipid sub-study, adding evolocumab to a maximally tolerated dose of statin and/or ezetimibe substantially lowered LDL-C levels among observed patients, with a median level of 45 mg/dL compared to 109 mg/dL in the placebo group. </p>
<p>VESALIUS-CV enrolled more than 12,000 patients with known ASCVD or high-risk diabetes, who had no history of heart attack or stroke, an LDL-C ≥ 90 mg/dL, or non-high-density lipoprotein cholesterol (non-HDL-C) ≥ 120 mg/dL, or apolipoprotein B ≥ 80 mg/dL; and treated with highest tolerated dose of statin and/or ezetimibe. The median baseline LDL-C was 122 mg/dL (IQR, 104-149 mg/dL) on local lab testing. Participants were randomized to receive evolocumab or placebo in addition to optimized lipid-lowering therapy and were followed for a median of approximately 4.6 years. </p>

<p>About RepathaRepatha is a human monoclonal antibody that inhibits proprotein convertase subtilisin/kexin type 9 (PCSK9). Repatha binds to PCSK9 and inhibits circulating PCSK9 from binding to the low-density lipoprotein (LDL) receptor (LDLR), preventing PCSK9-mediated LDLR degradation and permitting LDLR to recycle back to the liver cell surface. <p>PosologyPrimary hypercholesterolemia and mixed dyslipidemia in adults </p>
<p>The recommended dose of Repatha is either 140 mg every two weeks or 420 mg once monthly; both doses are clinically equivalent. </p>
<p>Homozygous familial hypercholesterolemia in adults and adolescents aged 12 years and over </p>
<p>The initial recommended dose is 420 mg once monthly. After 12 weeks of treatment, dose frequency can be up-titrated to 420 mg once every 2 weeks if a clinically meaningful response is not achieved. Patients on apheresis may initiate treatment with 420 mg every two weeks to correspond with their apheresis schedule. </p>

<p>Contraindications: Hypersensitivity to the active substance or to any of the excipients. </p>
<p>Special Warnings and Precautions: Renal impairment: Patients with severe renal impairment (defined as eGFR &lt; 30 mL/min/1.73 m2) have not been studied. Repatha should be used with caution in patients with severe renal impairment. Hepatic impairment: In patients with moderate hepatic impairment, a reduction in total evolocumab exposure was observed that may lead to a reduced effect on LDL‑C reduction. Therefore, close monitoring may be warranted in these patients. Patients with severe hepatic impairment (Child-Pugh C) have not been studied. Repatha should be used with caution in patients with severe hepatic impairment. Dry natural rubber: The needle cover of the glass pre-filled syringe and of the pre-filled pen is made from dry natural rubber (a derivative of latex), which may cause allergic reactions. Sodium content: Repatha contains less than 1 mmol sodium (23 mg) per dose, i.e. it is essentially &#039;sodium-free&#039;. </p>
<p>Interactions: No formal drug-drug interaction studies have been conducted for Repatha. No studies on pharmacokinetic and pharmacodynamics interaction between Repatha and lipid-lowering drugs other than statins and ezetimibe have been conducted. </p>
<p>Fertility, Pregnancy and Lactation: There are no or limited amount of data from the use of Repatha in pregnant women. Repatha should not be used during pregnancy unless the clinical condition of the woman requires treatment with evolocumab. It is unknown whether evolocumab is excreted in human milk. A risk to breastfed newborns/infants cannot be excluded. No data on the effect of evolocumab on human fertility are available.   </p>
<p>Undesirable Effects: The following common (&gt; 1/100 to &lt; 1/10) adverse reactions have been reported in pivotal, controlled clinical studies: influenza, nasopharyngitis, upper respiratory tract infection, rash, nausea, back pain, arthralgia, injection site reactions. <p>Pharmaceutical Precautions: Store in a refrigerator (2 degrees C – 8 degrees C). Do not freeze. Keep the pre-filled syringe or the pre-filled pen in the original carton in order to protect from light.                 <title>Allarme depurazione sulle coste toscane: foci inquinate e cartelli assenti nel mirino di Goletta Verde</title>

                <description><![CDATA[<p><p data-path-to-node="0">Metà dei punti monitorati lungo le coste toscane presenta livelli di inquinamento oltre i limiti di legge. È questo il bilancio tracciato dalla quarantesima edizione di <i data-path-to-node="0" data-index-in-node="169">Goletta Verde</i>, la storica campagna estiva promossa da Legambiente per la difesa del mare e del litorale. I campionamenti, effettuati dai volontari tra il 6 e l&#8217;8 luglio, si sono concentrati su <b data-path-to-node="0" data-index-in-node="362">20 punti</b> specifici, di cui 15 presso le foci dei fiumi e 5 a mare. Le analisi microbiologiche hanno evidenziato criticità legate a concentrazioni elevate di Escherichia coli ed Enterococchi intestinali in dieci aree, individuando nel 20% dei casi siti inquinati e nel 30% fortemente inquinati. Otto dei dieci punti critici corrispondono a sbocchi fluviali.</p>
<p data-path-to-node="1">Il quadro regionale presenta marcate disomogeneità. Nella provincia di <b data-path-to-node="1" data-index-in-node="71">Grosseto</b>, su sei prelievi, tre risultano entro i limiti (fiume Bruna, fiume Albegna e Cala Galera), mentre sono emersi superamenti alla foce del fiume Osa e valori da fortemente inquinato per il fiume Gora a Follonica e il fosso della Tagliata Etrusca ad Ansedonia. In provincia di <b data-path-to-node="1" data-index-in-node="353">Livorno</b>, comprendente l&#8217;Isola d&#8217;Elba, quattro punti su sei rientrano nei parametri di legge; le eccezioni negative riguardano lo scarico di Salivoli, giudicato fortemente inquinato, e il porto di Marciana Marina. Situazione tesa in provincia di <b data-path-to-node="1" data-index-in-node="598">Lucca</b>, con entrambi i siti monitorati oltre i limiti: il fosso Fiumetto è risultato fortemente inquinato e il fosso Abate inquinato. A <b data-path-to-node="1" data-index-in-node="733">Massa-Carrara</b>, la foce del fiume Versilia è a norma, a differenza dei torrenti Lavello e Brugiano, fortemente inquinati, e del Carrione, inquinato. Risultati interamente positivi per la provincia di <b data-path-to-node="1" data-index-in-node="932">Pisa</b>, dove sia la foce dell&#8217;Arno che quella del canale Scolmatore rientrano nei limiti.</p>
<p data-path-to-node="2">Accanto ai dati sulla qualità dell&#8217;acqua, l&#8217;indagine ha rilevato una forte carenza nell&#8217;informazione fornita ai bagnanti. Nell&#8217;85% dei punti di prelievo mancano i cartelli informativi sulla qualità delle acque, presenti fisicamente solo in tre località. Nei pressi delle foci fluviali, aree per legge non idonee ai tuffi, nel 60% dei casi i tecnici non hanno trovato gli appositi avvisi di divieto di balneazione, la cui installazione spetta alle amministrazioni locali.</p>
<p data-path-to-node="3">I vertici di Legambiente Toscana, Fausto Ferruzza e Federico Gasperini, hanno evidenziato la persistenza di problemi nel sistema depurativo, pur notando alcune schiarite: &#8220;Rispetto allo scorso anno abbiamo rilevato lievi miglioramenti per la qualità delle acque dei fiumi che si riversano nelle zone costiere della Toscana: nell&#8217;area nord il miglioramento ha riguardato in particolare la foce del fiume Versilia. Va meglio anche l&#8217;Elba. Invece rimangono stabili alcune criticità alle foci dei fiumi nella parte centrale e sud della Toscana&#8221;.</p>
<p data-path-to-node="4">Marco Mancini, dell&#8217;ufficio scientifico nazionale dell&#8217;associazione, ha ribadito la necessità di intervenire sulle reti fognarie: &#8220;Le foci dei fiumi non sono balneabili per legge, ma spesso durante i nostri prelievi vediamo cittadini e cittadine che fanno il bagno nelle zone limitrofe. Per questo i cartelli di divieto di balneazione quelli sulla qualità delle acque diventano fondamentali: la cittadinanza ha diritto di usufruire del mare in maniera sicura e consapevole&#8221;.</p>
<p data-path-to-node="5">L&#8217;iniziativa itinerante è sostenuta dai consorzi CONOU e CONOE, realtà impegnate nel settore dell&#8217;economia circolare. Alessia Merlo, responsabile per il CONOU, ha sottolineato il ruolo dell&#8217;educazione per formare cittadini attenti alla sostenibilità. Tommaso Campanile, presidente del CONOE, ha ricordato l&#8217;impatto del recupero degli scarti: nell&#8217;ultimo anno, nella sola Toscana, il sistema consortile ha raccolto circa 7.000 tonnellate di olio alimentare esausto, evitandone la dispersione in mare.</p>
<p data-path-to-node="6">Il viaggio dell&#8217;imbarcazione prevede ora due tappe alla Marina di Punta Ala. Giovedì 30 luglio, a partire dalle 17,00, si terranno laboratori per bambini e un seminario sul turismo sostenibile nell&#8217;ambito delle iniziative di <i data-path-to-node="6" data-index-in-node="225">Festambiente</i>. Venerdì 31 luglio, alle 11,00 e alle 17,00, andranno in scena ulteriori percorsi didattici e un dibattito pubblico focalizzato sulla tutela della biodiversità.</p>

<p>Mint is a critical ingredient for many of Mars, Incorporated&#8217;s global brands, yet its supply chain presented significant business risk. Approximately 80% of the world&#8217;s natural menthol originates from a single region: Uttar Pradesh, India, creating a highly concentrated supply chain vulnerable to climate impacts, declining yields and rising production costs. While synthetic menthol is readily available and widely used in the industry, Mars chose to invest in the future of natural mint, recognising that building a more resilient agricultural system could deliver long-term benefits for both the business and the thousands of farmers who depend on the crop.  </p>
<p>Growing impact from pilot to partnership  </p>
<p>In 2017, Mars launched the Shubh Mint programme in partnership with implementation expert Tanager. Designed as a long-term initiative, the programme aims to strengthen natural mint production by improving farming practices, increasing resilience to climate change and supporting more sustainable livelihoods across mint-growing communities.  </p>
<p>The programme began with a two-year research and pilot phase to better understand the root causes affecting productivity and farmer incomes. Climate-smart agricultural practices and improved planting materials were trialled on quarter-acre demonstration plots with volunteer farmers, enabling peer-to-peer learning, reducing the risks associated with adopting new techniques and building confidence before expanding the programme at scale.  </p>

<p>Gallium is a critical raw material essential for AI technology, advanced renewables infrastructure, telecommunications, and defence solutions. Today, global gallium production is overwhelmingly concentrated, making the development of alternative and reliable supply sources strategically important for all industrial economies. </p>
<p>METLEN is the first company in Europe to establish integrated gallium production and the first to secure a commercial agreement for European-produced gallium, positioning Greece and Europe at the forefront of a new strategic industrial value chain. </p>

The findings, published in Hyland&#8217;s annual Digital Maturity Index, paint a picture of a dangerous imbalance that threatens to stall innovation, waste investments, and undermine years of digital progress. </p>

<p>Europe&#8217;s overall digital maturity score rose to 69/100, an encouraging 6-point increase from 2025. But beneath this headline improvement lies a crisis: content services maturity, the foundational infrastructure enabling all AI innovation, plummeted 13 points to 56/100, representing the only category to decline. This dramatic disconnect shows organisations making a critical miscalculation: they&#8217;re investing heavily in innovation while starving the operational foundations those technologies depend upon. </p>
<p>Nearly 60% of European organisations already experience stalled innovation pilots, a direct result of fragmented, inaccessible data. Whereas forward-thinking organisations are recognizing that content-powered agentic enterprises require a different investment calculus. </p>
<p>The Paradox: Innovation Soaring, Infrastructure Eroding </p>
<p>The data tells a stark story of misaligned priorities as AI adoption has exploded. Fifteen percent of European organisations now report deploying AI throughout every key system in their enterprise, a stunning 650% increase from just 2% in 2025. Yet 54% of those same decision-makers admit their organisation&#8217;s information and documents are too &#8220;messy or scattered&#8221; to use AI reliably. </p>
<p>AI is forcing the issue: every new deployment exposes how far data quality lags ambition. Forty-two percent of organisations are either fully cloud-based or have migrated everything they can to the cloud, up from 32% last year. But 50% of enterprises report that their systems don&#8217;t connect well, slowing innovation, and that figure that rises to 64% in Germany. </p>
<p>The Cost of Chaos: Content Silos Undermine Everything </p>

<p>A stark finding from the report shows that while enterprises are accelerating innovation investments, they&#8217;re starving content infrastructure which is creating a self-inflicted data governance gap. This means that while they adopt cloud, AI, and automation at breakneck speed, they inadvertently multiply data silos. Every new AI deployment makes weak data foundations harder to ignore. Innovation is accelerating faster than the foundations it depends on. </p>
<p>&#8220;You can&#8217;t build an intelligent enterprise on unmanaged content,&#8221; John Newton, chief innovation strategist at Hyland. &#8220;Europe is pouring money into AI while the information foundation beneath it erodes. On the surface it looks like progress, but AI is only as good as the content it can reach, understand and trust, and right now that foundation is quietly failing.&#8221; </p>
<p>&#8220;The next competitive bottleneck won&#8217;t be information, it will be the confidence to act on it,&#8221; Newton added. &#8220;The content already exists inside these organisations, but the path to unifying, governing and connecting it so people and AI can act with confidence is missing. <p>The UK leads Europe in digital maturity at 74/100, suggesting that organisations investing in foundational infrastructure first can adopt innovative tools and respond to trends faster. Meanwhile, the Nordics trail at 67/100 overall, with just 6% having fully federated enterprise content management systems, and 7%—the highest in Europe—still relying primarily on paper-based records. </p>
<p>These gaps suggest that digital maturity is not inevitable. Organisations that deprioritize content services infrastructure risk falling further behind competitors who treat data governance as a prerequisite, not an afterthought. </p>

<p>As Europe strengthens its commercial relationship with India through the landmark EU–India Free Trade Agreement and Security and Defence Partnership, and as the UK enacted its own closer trading relationship with the country earlier this month, Strider research shows that increased engagement with emerging economies can simultaneously serve as engines of growth and vectors of economic security risk. </p>
<p>Strider&#8217;s report – Contested Ground: Russia&#8217;s Parallel Engagement in India and the Risks to Europe&#8217;s Economic Security – finds that, since Russia&#8217;s full-scale invasion of Ukraine in 2022, more than 50,000 sensitive goods, or goods that could have dual-use applicability, have reached Russian defence companies via Indian supply chains. These include fibre optic components and high-performance processors that can be used in advanced military systems, including unmanned aerial vehicles (UAVs), missiles, and aerospace technologies. </p>
<p>Many of these goods originated in European economies. </p>
<p>&#8220;Europe and the UK&#8217;s new trade agreements with India mark an important step in strengthening economic resilience and deepening ties with one of the world&#8217;s most significant growth markets,&#8221; said David Vigneault, Strider&#8217;s Chief Intelligence Officer.  &#8220;But today&#8217;s geopolitical environment means governments and businesses need a clear-eyed view of the competitive landscape alongside these opportunities. </p>

Strider research found that since 2022, co-authored publications between Russian and Indian research institutions have remained elevated at more than 2,000 a year &#8211; particularly in AI, where Russian and Indian universities have signed multiple cooperation agreements since 2022. </p>
<p>As India deepens its role as a global manufacturing and import hub for Western-origin goods, the country enhances its attractiveness to Russia as an intermediary node in Moscow&#8217;s sanctions mitigation strategy. For European firms operating in India, the risk lies in inadvertent exposure. The report concludes by recommending actions leaders in both the public and private sector can take to identify and manage risk within global commercial environments, such as expanded supply chain transparency, end-use monitoring, and strong alignment between commercial strategy and economic security policy. </p>

                <title>Rapporto Spiagge di Legambiente, la Toscana tra le regioni più colpite da fenomeni metereologici estremi</title>

                <description><![CDATA[<p><p>FIRENZE – <strong>La Toscana si conferma tra le regioni italiane maggiormente colpite dai fenomeni meteorologici estremi lungo la fascia costiera</strong>, con ben 88 eventi registrati tra il 2010 e il 2026 e una netta accelerazione che ha visto raddoppiare i casi negli ultimi tre anni. <strong>A scattare la fotografia è il <em>Rapporto Spiagge 2026,</em></strong> lo studio curato da Legambiente in collaborazione con l&#8217;Osservatorio Città Clima.</p>
<p>I dati posizionano il territorio toscano nella parte alta della classifica nazionale per impatto del cambiamento climatico sulle coste, a pari merito con la Campania (88 eventi) e subito dietro a realtà come Sicilia – in vetta con 232 episodi –, Puglia (136), Calabria (104) e Liguria (99). Su scala comunale, la graduatoria dei centri più colpiti dal 2010 a oggi vede in testa <strong>Genova con 50 eventi, seguita da Bari a quota 44 e Palermo a 38</strong>, sulla quale ha pesato in modo significativo anche il recente ciclone Harry che nel gennaio di quest&#8217;anno ha flagellato la fascia ionica della Sicilia.</p>
<p><strong>Oltre ai blitz del maltempo, il dossier analizza la piaga dell&#8217;erosione costiera.</strong> Secondo le rilevazioni effettuate da Ispra tra il 2006 e il 2020, su un totale di 289 chilometri di costa continentale toscana<strong> ben 40 chilometri (pari al 13,8%) risultano soggetti a fenomeni erosivi.</strong></p>
<p>Un altro nodo critico riguarda le foci dei corsi d&#8217;acqua e la qualità delle spiagge accessibili gratuitamente. In Toscana permangono 8,6 chilometri di tratti di costa bassa in corrispondenza dei recapiti di fiumi, torrenti e fossi dove la balneazione è vietata per motivi di inquinamento. Legambiente evidenzia come, in molti contesti orientati alle concessioni balneari, <strong>i tratti di spiaggia libera finiscano per essere relegati proprio nelle porzioni di costa meno pregiate o prossime agli scarichi</strong>. Un&#8217;abitudine a discapito della collettività, pur con le dovute eccezioni virtuose citate dal report, come accade a <strong>Lido di Camaiore</strong>, dove le spiagge libere si trovano in aree costantemente monitorate e perfettamente balneabili.</p>

<p><strong>Musumeci a Firenze</strong> martedì 28 luglio all&#8217;incontro con l&#8217;<strong>Autorità di bacino Distretto Appennino Settentrionale. </strong></p>
<p>Presenti, tra gli altri, Gaia Checcucci, segretaria generale AdB, Francesca Ferrandino, prefetta di Firenze, Francesca Tonelli, presidente Anbi Liguria, Serena Stefani, vicepresidente Anbi Toscana, Alessandro Capecchi, consigliere regionale Fratelli d&#8217;Italia.</p>
<p>Musumeci, FdI, ha premesso come la Toscana sia &#8220;un territorio <strong>particolarmente fragile dal punto di vista del dissesto idrogeologico</strong> attraversato da una importante arteria fluviale che è &#8216;l&#8217;Arno&#8221;. Evidenziando come il sessantesimo anniversario dell&#8217;alluvione di Firenze debba essere ricordato &#8220;non soltanto un momento per rendere omaggio a chi non ce l&#8217;ha fatta, ma anche come riflessione sulla prevenzione strutturale e non&#8221;.</p>
<p>Poi il ministro: &#8220;<strong>La Toscana di risorse col mio governo ne ha avute</strong>. Dal <a href="https://corrieretoscano.it/firenze/politica/alluvione-musumeci-a-campi-bisenzio-non-e-solo-colpa-della-natura-ma-delluomo/" target="_blank" rel="noopener"><strong>2023 a oggi da quando abbiamo dovuto registrare la prima alluvione</strong></a>, la Toscana ha avuto <strong>459 milioni e 310mila euro con sei diversi provvedimenti</strong> durante il biennio in cui è rimasto vigente lo stato di emergenza nazionale che consente al commissario delegato, in questo caso al <strong>presidente di Regione,</strong> di poter operare agli interventi previsti dal codice di protezione civile in <strong>regime derogatorio</strong>. Significa che è avvantaggiato sul piano della celerità delle procedure perché si tratta di interventi che devono rimettere in equilibrio il territorio colpito&#8221;.</p>
<p>Quindi Musumeci: &#8220;La <strong>Toscana è una delle poche regioni italiane a non aver chiesto l&#8217;apertura dello stato di ricostruzione&#8221;.</strong></p>
<p><strong>Immediata la replica di Giani: “Siamo attualmente in <a href="https://www.regione.toscana.it/-/emergenza-alluvione-2023" target="_blank" rel="noopener">stato di emergenza prorogato fino al 31 dicembre 2026,</a></strong> successivamente chiederemo lo stato di ricostruzione. Un iter degli interventi peraltro <strong>concordato a seguito di incontri costruttivi tra il Dipartimento della Protezione civile nazionale</strong> e quello della Regione Toscana di cui<strong> il ministro dovrebbe essere al corrente. Dopo il 31 dicembre sempre in maniera concordata procederemo con i passi ulteriori per lo stato di ricostruzione</strong>”.</p>
<p>Poi Giani, Pd, con una nota: &#8220;La Regione Toscana attraverso i suoi uffici tecnici ritiene opportuno ricostruire il quadro amministrativo e operativo relativo agli <strong>eventi alluvionali del novembre 2023.</strong><br />
Fin dall&#8217;i<strong>mmediata fase emergenziale, la Regione Toscana e la struttura commissariale hanno operato in stretto raccordo con il Dipartimento nazionale della Protezione civile,</strong> provvedendo alla ricognizione dei danni, alla definizione dei fabbisogni e alla programmazione degli interventi necessari al superamento della situazione di emergenza&#8221;.</p>
<p>Quindi: &#8220;Grazie alle attività istruttorie svolte, sono state progressivamente <strong>assegnate risorse statali per oltre 331 milioni di euro, alle quali si aggiungono 66 milioni di euro provenienti dal Fondo di Solidarietà dell&#8217;Unione Europea.</strong> Le risorse hanno consentito di finanziare gli interventi urgenti di cui alle lettere a) e b) dell&#8217;articolo 25 del decreto legislativo n. 1 del 2018, le misure di sostegno a cittadini e imprese previste dalla lettera c) e, successivamente, anche gli interventi strutturali di cui alla lettera d), riconducibili alla fase della ricostruzione e della riduzione permanente del rischio&#8221;.</p>
<p>&#8220;Per quanto riguarda il <strong>tema dello stato di ricostruzione, la Regione Toscana aveva risposto il 28 ottobre scorso alla richiesta del Ministro per la Protezione civile, r</strong>appresentando come, in quella fase, la priorità fosse garantire la continuità amministrativa e operativa degli interventi già programmati attraverso la proroga dello stato di emergenza e il successivo percorso di subentro nell&#8217;ordinario previsto dal Codice della Protezione civile. Su tale proposta è stata successivamente assunta una diversa determinazione da parte del Governo.<br />
Tale valutazione, condivisa sul piano tecnico con gli uffici del Dipartimento nazionale della Protezione civile, nasceva dalla necessità di <strong>evitare qualsiasi rallentamento nell&#8217;attuazione delle opere</strong> e di accompagnare il completamento degli interventi attraverso uno strumento amministrativo già consolidato e pienamente operativo. La disciplina dello stato di ricostruzione (L. 40/2025) introdotta dal legislatore rappresenta infatti un istituto relativamente recente che, ad oggi, non risulta ancora applicato in contesti caratterizzati dalla complessità e dalle dimensioni dell&#8217;evento che ha interessato la Toscana nel novembre 2023&#8243;.</p>
<p>Prosegue Giani: &#8220;I<strong> risultati conseguiti in questi mesi confermano la validità dell&#8217;impostazione seguita.</strong> Come riconosciuto dallo stesso ministro, gli interventi stanno procedendo e le <strong>risorse assegnate risultano ampiamente programmate dagli enti attuatori,</strong> senza che si siano registrati rallentamenti riconducibili al quadro normativo adottato.<br />
A conferma del percorso condiviso tra Regione e Dipartimento nazionale, il 14 luglio scorso il Capo del Dipartimento della Protezione civile, Fabio Ciciliano, ha firmato l&#8217;ordinanza finalizzata a favorire il rientro nell&#8217;ordinario a seguito degli eventi calamitosi del novembre 2023, prevedendo, ai sensi del decreto legislativo n. 1 del 2018, la possibilità di continuare ad avvalersi, per i sei mesi successivi, delle deroghe necessarie a garantire la prosecuzione degli interventi già avviati.<br />
In questa fase la <strong>struttura commissariale guidata dal presidente Eugenio Giani</strong> e gli enti locali sono pienamente impegnati nel rispetto delle scadenze previste dal percorso di subentro, con l&#8217;obiettivo di assicurare il rapido avvio e completamento delle opere senza introdurre elementi di incertezza procedurale che possano rallentare investimenti e cantieri già programmati.</p>
<p>Conclude Giani: “La <strong>Regione Toscana accoglie comunque con favore la disponibilità manifestata dal ministro Musumeci sul tema della ricostruzione.</strong> Proprio in considerazione dell&#8217;approssimarsi della conclusione della fase di subentro nell&#8217;ordinario, <strong>nei prossimi giorni inoltreremo una richiesta formale al Governo per l&#8217;apertura del tavolo dedicato alla ricostruzione,</strong> così da definire con adeguato anticipo il percorso amministrativo successivo e consentire la <strong>piena operatività delle nuove misure a partire dal 14 gennaio 2027, data di scadenza del regime in deroga previsto per gli interventi post-evento”.</strong></p>
